I love HA, but my experience has been that its Matter implementation is absolutely fucked.
It's bizarre. Like I said, it's been stable for almost a year and a half. Something has happened in the most recent updates that has blown it up, and I'm bumping into the usual issues of getting support from an open-source project.

I wish I could have rolled the updates back 2-3 weeks, but I only kept the most recent full backup.

Lesson learned.

I will try adding a Matter over WiFi device tonight and see where it goes.

I have no idea what changed - there have been no documented changes in the recent HAOS releases related to Matter. However, I'm now able to add MoT devices to my Home Assistant instance again. I've been busy sharing/pairing devices from Apple Home to HA.

I've got three or four devices that are "raw" and were not re-added to the network I'm going to test by adding them directly to HA this evening.

Matter over Thread devices are back to running properly and I’ve no clue what was done to make them work again. Interesting is the fact that I seem to be able to add them no matter what VLAN my iPhone is on.

Interesting, because I’ve made no changes to firewall rules, routing, or VLANs other than adding two unrouted VLANs for a lab. I am still convinced something in HA broke.

EDIT: nope can only add devices I’d adopted to Apple Home to Home Assistant from any VLAN. New devices added to HA the iPhone needs to be on the same VLAN.

Oh I know this one!
It’s so they have someone to yell AT when it doesn’t work, instead of just yelling into the void like the plebes.
It's not an unreasonable desire if you have the money. People want products not projects.

Speaking of, I finally ordered a bunch more Insteon gear for my new house. Matter devices are not where I want them to be and most of them have some design compromises I don't like.
